No, $15 includes everything. We buy domains in bulk, and therefore can offer a cheaper price for our members. In fact, there are services that are cheaper than XRoad, but be careful: there are companies that 'register' the name, and rent it to you, so you do not 'own' your domain. If the domain turns out to be valuable, you can't even sell it, because the company owns it.
